Description
I get him during the Russian civil war, and then when I quit and reload he's not available anymore and gets removed. Happened every time on multiple saves, also if I don't get him during the civil war he becomes unavailable as well.

Steps to Reproduce
Go down the Russian Imperial path, take "Approach Semyonov" focus, hire him, leave the game and load the save.

Can confirm this bug.

After reloading, the game initializes / references the Manchukou version of the advisor Semyonov even if playing the Russian Prov. Government (original tag sov).
The army leader Semyonov is still available but if he is engaged in combat it shows the national flag of Manchukou in the combat display.
