Government in Exile - Display error in two decisions [1.9.1] [9a9b]

Description
Two decisions that can be taken for a government in exile - "Parliamentary Speech" and "Public Recognition of the Exile Government" display a Legitimacy Gain of +0.0 instead of +0.05 on the tooltip.

This is also present on the tooltip for the screen displaying the target's legitimacy.

The decisions themselves work fine as 0.05 legitimacy is correctly being added each day for each decision.

I'm assuming that either the wrong value is being displayed, or the number has been formatted to show only 1 decimal place.

Steps to Reproduce
Host a Government in Exile and check the Governments in Exile decisions.

Activate the decisions and check for legitimacy gain on the Governments in Exile screen for the appropriate country.

Speaking of wrong decimal places. The tooltip showing compliance strength uses only 1 decimal place even 2 were displayed. In general this number needs 3 decimal places since compliance growth has 3 decimal places

This is something we discussed in the team but did not come to a proper agreement. I agree the decimal places need to be "aligned" across contexts and not change.
The daily drift is in the game set as low as 0.013% -> 100% which could also be expressed as 0.00013 -> 1.0 but it could be expressed in weekly or monthly drift as well. Would it be easier for the players to divide the value by 30 to get daily drift or multiply the value by 30 to get monthly drift. How much more informed decisions would the player be able to take with a 3rd decimal place? In this case we ended up with going for the initial implementation and wait for player feed back on what would be most helpful/informative. So, please feed back :)

This has been now been fixed in version 1.9.1 (05ef) released as beta on 25/03/2020

The tooltips for both the decisions as well as the tooltip on the legitimacy screen now correctly display "+0.05" rather than "+0.0".
