Description
I was trying to go for the esti is scandinavia achievement and saw i had lots of debuffs. Couldnt get rid of them through focusus because i dont own the DLC. So I thought lets make a civil war to remove them. I did that and got the No step back focus tree as fascist Estonia now. Its bugged like crazy but can still use it and get the buffs war goals etc.
Steps to Reproduce
play without now step back. pick the fascist advisor - civil war and win. no debuffs and the no step back focus tree
