Germany NF Air Innovations II still gives +10% Battlefield Support doctrine speed, but should be cost reduction.

As the title says...
The German National Focus Air Innovations II still gives the old +10% Battlefield Support doctrine speed, but I guess instead it should actually be a cost reduction.
It's likely either that or I don't know what the +10% Battlefield Support Doctrine is supposed to do, haha.
Btw it was even like that before 1.11.4, I thought it might have been fixed already but its not, so I am reporting it.
