Description
This occurred after adding Waking the Tiger DLC. I have tried this with both the Hitler and the Kaiser government paths. Air Units can’t base in Finland as volunteers if Germany is not at war, but Finland is at war with the Soviets. Air units can’t base in Finland after Finland and Germany are at war with the Soviets. This includes captured Russian territory in Finn hands. The air volunteer feature worked for the Spanish Civil war under the Hitler government. Finn air bases indicate “not enough intel” if clicked.
Steps to Reproduce
1. Start attached save game.
2. Try to base German air units at Finn controlled airbases
