There is a negative factor in ai_will_do in the file **\common\technologies\air_techs.txt

The AI thus cannot ever research it, as well as fighter 3 next in line.
Steps to Reproduce
Using console command aiview in game, you can see that German AI is 'blocked from researching' when hovering over Fighter II tech.
