Description
Playing as china, I made an army with a garrison order for the entire coast, set to defend naval bases. As seen in the screenshot, it heavily defended some ports, barely defended others and has guys sitting way back in the center of china(more then can be seen in the image)
Steps to Reproduce
Start game of china, separate all trainable units into an army, started training them. Started splitting them into a 2nd group as they reached full training. Eventually they were all fully trained. Throughout this process both armies(who were under a marshal) were set to Garrison as described and the guys in the middle of the country never moved. As a test I tried manually moving the idle units and they go wherever I say and just stay there as if they are not part of the garrison order. This is shown in screenshot 2 where I also make visible the garrison order.
