Game crashes when Spanish civil war kicks off.

Description
There are two pieces of land missing in Spain. One next to Seville and one next to Gibraltar. When the Spanish civil war kicks off the game crashes. You can't move troops in these pieces of land. I tried turning off all mods to see if that would fix it but it didn't. I have also turned off all dlc's I have but that didn't fix it either. I've reinstalled the game and deleted the hoi4 folder in documents/Paradox Interactive but that didn't help.

Steps to Reproduce
I don't really know what steps there are to reproduce this error because the lands are missing from the map where you choose your country as well. The only thing I can think of is to play to the 17th of July.

The lands are very much present in my game. Try verifying the integrity of the game files in Steam if you haven't already.
There's some file you have that is broken because you also have the wrong checksum.

I've validated the files twice now and it didn't seem to give me any problems. The lands are still missing.

Ehh when I load your save the provinces are in the game correctly?

Can you remove your entire HoI4 steam installation folder (uninstalling it won't do it, just remove the folder) and the HoI4 folder located in the documents (probably wanna back them up first tho)

I've subscribed to multiple mods but the mistake didn't happen before I got the new dlc.

I'm not really sure what you mean with a custom directory. So far I've gotten all my mods through Steam.

Have you ever fiddler around with the settings file in relation to using mods? Like specifying another directory to save the mods at rather than /Documents/Hearts of Iron 4/mods
