Description
The AI set with this behavior does not form the Entente most of the time.

The AI focus list for this behavior is missing a lot of early focuses and some more - as a result, AI can't pick any of the the focuses straight away, so it's forced to pick them at random - there is high possibility of AI picking "Invite communist ministers" focus, which blocks the focus "Review Foreign Policy" and basically blocks the entire Little Entente path for the rest of the game.

Also nothing blocks the AI from going down the historical path ('Buy Time' and aliance with Britain) instead of Little Entente path.
