Description
Finishing the 4th 5-year plan creates a new separate modifier in addition to modifying the existing one, causing two five year plan modifiers to apply simultaneously.

I am seeing the same in 1.11.3, no mods, and with ALL DLC. I tried verifying game files and clearing cache and this still happens.

Edit:

I'll note that I saw this while following the historical "The Centre" path.
