Requirements for the focus are granted as seen in the screenshot, but the game does not registrate Primo de Rivera as Country leader. Tried this 1 time with the fps map mod and 3 times in vanilla without mods.

just play falangist spain to the focus "the will to empire".

Falangist Spain is completely broken and also you lose a lot of generals and advisors. This bug has been literally out for over a month with a lot of people reporting it and they never fix it.
