Description of issue
errorlog has variable and varied entries, when running with no mods. Makes debugging mods very difficult, as separating errors from base version from errors from mods difficult.

errorlog has entries even when no mods running. Those entries always have scout plane pointers to graphic files that dont exist, and have a varied number of varied entries to texticons that dont exist.
Steps to Reproduce
run current version with no mods. go into doctrines tab, and change focus between land, air, naval.
