Noticed the effects of five year plan are still active despite it being disrupted. e.i. consumer goods and efficiency growth

Steps to Reproduce
play soviets under Stalin as normal but don't do 'Third five year plan' focus

I'm trying to look in to this issue, if possible could you tell me what DLC's you have enabled, and if you have any screenshots you could attach to this thread it would be highly appreciated!

after doing it again it seems intentional that you keep the idea, just felt counter intuitive that you keep it after it's 'disrupted'

Description of issue
'Demand Lithuania', 'Demand Slovakia', 'Governate of Livonia' focuses all require a 'Fascist Government', which Romanov cannot take. This locks out the 'Claim Russia' focus, which requires all of the above.

play Polish and pick Romanov. The focuses are locked out as she is Unaligned.
