The description of the Hungarian focus "Responsible Government" notes that "We will change the constitution to ensure that it is the people, not the king, that holds the government responsible". Since this is an allusion to elections the expectation is that your new government will have elections, however upon completion of the focus you are democratic, without elections
Steps to Reproduce
Go down Hungary's monarchist branch and pick "Elect a Democratic King" then rush "Responsible Government" once it is complete you should be democratic without elections.
