Decison to Recall Paul von Lettow-Vorbeck doesn't give him as a general [1.9.0][ab9e]

When I select the decision to get Lettow-Vorbeck, it acts like it works. After that he doesn't appear, screenshot 2 is after waiting a day. This has happened in my last 2 German Empire games since the new patch.
Steps to Reproduce
1. Do the "Return of the Kaiser" national focus
2. Activate the decision
