Looking at the script for the description, the oil to Germany is permanent. This is really really bad if you go to war against Germany and wonder why their tanks aren't running out of fuel while you have a massive fuel deficit.
Steps to Reproduce
Set flag to SOV_CSW_baku_oil_flag and declare war with Germany
