Description
I played a game as Switzerland, and whenever I tried to take ships from Italy in the peace conference, the game crashed. Was only able to continue by not taking any ships.

Steps to Reproduce
1. Load up attached save.
2. Wait a few in-game days for allies to take Vienna and end the war.
3. Don't take any states with ports. (When I had the crashes, I was annexing all of the Austrian cores, and nothing else.)
4. Take some of Italy's ships in the peace conference.
5. Experience game crash when you exit the peace conference.

I had this same issue, even though in the peace deal I was going to be ending up getting ports (i.e., Austria-Hungary annexing Romania).

The system seems not to understand the future tense condition of "will you have a coastline once the peace is settled?" And instead panics and just goes splut.
