Description
When you play without DLC. General Constantin Sanatescu has no portrait, not even a generic one.
The other generals on the other hand, have generic portraits, so I believe this is a bug rather than work as intended.

Steps to Reproduce
1. Disable the 5 main DLCs.
2. Pick Romania.
3. Select the Army
4. Click to assign a general.
5. Notice Constantin Sanatescu has no portrait.

it's not just missing; its the same picture as "you have no general for this army".

I think some may see this and feel its no big deal, but having a general you kind of can't use is a big deal.
