Vichy France has no advisors and when loading the save it loads in as Free France

Steps to Reproduce
save is days before losing to germany with Britain involved in the war, get the event for Vichy France. Choose Vichy France. No political advisors are available to choose. When closing and reloading the save, it will load as Free France instead of Vichy France

That bug came with NSB. They entirely forgot to update Vichy. Pétain at one point was also not recognized as such thus you couldn't take one single focus. They could've fixed the advisor problem back when they fixed the Pétain bug. Vichy is a very interesting country to play & has lots of potential!
