Description
When you play for the right-wing opposition and stage a coup d'etat without a civil war, the early exiled characters do not return to the country. The same applies to the left-wing opposition when doing the focus "The return of democracy to the party."

Steps to Reproduce
1)When playing for the USSR, we go for the right opposition
2)Eliminate Stalin
3)Stage a coup d'etat

I've also discovered that this can be reproduced regardless of which leader you pick.

To elaborate on this slightly, Return Democracy to the Party removes the prison bars from imprisoned characters but this is only cosmetic, it does not remove the character flag that marks them as imprisoned. It likewise does not even attempt to alter exile status of any character. Based on the tooltip, it ought to remove both exile and imprisonment from all opposition characters.
