I had a report about this earlier and it was down to two things:
1. Citrix Workspace (it creates a virtual graphics card which may cause issues)
2. Outdated GFX drivers
Please uninstall Citrix (if you have it) and update your GFX drivers. If, after doing this, the problem persists upload your DxDiag to this thread and we'll check if something stands out. Also, you could see if the DirectX 11/9 fix suggested solves it:
