Description of issue
Can't build in my captured territory/locked out for some reason

BUT I CAN build in some Vichy and Italian states!!! [I just noticed this]. In French North Africa [Vichy at present] and in Italian East Africa [Italian at present] I can build infrastructure [didn't try anything else]. Oddly, it shows a Union of Great Britain flag on the effort [on map]. I don't know if it will actually build, but usually I get told that is foreign territory...

The mods are only cosmetic and do not affect the game - still achievement compatible

I just finished a peace conference after finishing off the Allies, and in the conference I took France for myself as I was not in the Axis. The Allies are carrying on the war with Germany from Australia and New Zealand. I've made the Raj, Canada and the UK puppets. Yet when I go to try to build in France [improve infra] I get the message that I cannot build in foreign territory, yet I am marked on the state information as the owner and controller [colony state]. I believe this has something to do with the claims of Vichy France, and while I am not too concerned [I could just defend from France instead of attacking, and concentrate my offensive from the east] I am wondering if this could also show up in the most recent versions.

Steps to Reproduce
This is the guide I followed. USA, 1936 start, Historical & Ironman
Start moving toward becoming communist as the USA, get ready to exploit the Panay incident to take down Japan by trapping their army on the continent after sinking their convoys with a massive [combined] fleet of subs. Join the Comintern by way of focus, wait for the election to make you the CSA, and then prepare for attacking the Allies [be ready to deal with India (becomes a major) & Mexico (joins Allies)]. Do not join the war against Germany. Wait for the Soviets to reach capitulation, and then Join the Unions. This should result in the Soviets cores and colony [past and present] states becoming CSA colony states. The Axis and any Allies will be forced to retreat.

Then attack the Allies when ready, remaining at peace with Germany so you can use their ports to assist the naval invasion of the UK once Canada is gone. Once the Allies are beaten [don't bother nuking India - not enough VP in any more than a few provinces to truly be effective; just mucks up the already bad infra] - make sure to puppet France, then annex [for yourself] the mainland French states available. The puppet will be somewhere in Africa.

If you've patched [in 1.9 (+)] out the exploit involving the "Join the Unions" decision, then you'd have to either already be at war with the Axis, or be prepared to roll them back, so Vichy would thus not become an issue following that. Ending the Axis before the Allies would liberate France [usually, as I recall]. I don't know if you're obliged to worry about this with regard to how it works in the earlier versions.

If it helps, here's a file from prior to the Allied collapse. I just capitulated Canada, so had the UK & India left to finish.

Another update - I just noticed that a bunch of buildings were "sabotaged" across Northern France, yet nothing of the sort shows up in my build/repair queue. I think the game did indeed glitch, and while I got to annex Northern France, the game still thinks its occupied by Germany, who is still at war with the Allies. As the game has been rolled back to 1.7.1, there shouldn't be any resistance after a peace conference.

Here's the most recent save, which is from just before the reports appeared on the map [Northern France]. The file is from 17 Feb 46, and its now 19 Feb 46.
