Description
It is 1940. I am Austria. Since 1938, I fight against Germany.
I have no costal provinces. However, I can get convoys via lend-lease.

Steps to Reproduce
Take the attached save game.
After you load it, request convoys as lend lease (for example from the UK)

It could technically sail up the Danube.

Doesn't really matter though, you can just keep them in stockpile and use them whenever you do own a coast
