Description
I captured 4 required province, then form reichskommissariat Ukraine in a few days before event is over and game said i dont own Kiev and mission is failed.
You can see this in attachment below.

Steps to Reproduce
Own all 4 provinces required for mission "Fuhrer directive 21", then form reichskommissariat Ukraine before event is over, then try to complete mission.

Thank you for your message. I can see the issue and agree that having Ukraine as your puppet should not fail your mission. I'm going to reproduce this just now and report it internally.
