Description
Forming the Roman Empire via decision as Italy does not properly add all provinces as cores. The full list is as follows:
806: Pyrenees-Atlantiques
462: Marrakech
163: Zara
804: Herzegovina
802: Kosovo
803: Southern Serbia
797: Istanbul
798: Amasya
799: Hatay
800: Van
Furthermore, none of the French or Yugoslav states that are missing cores are required to create the Roman Empire. The Turkish ones are, but still dont get all their cores.
Steps to Reproduce
Own these countries as Italy, form Rome via decision, lack cores.
