Description
Some focuses grant discounts to certain categories instead of naval doctrines, e.g. Italy's "Submarine Effort" focus, which is supposed to grant discounts for the submarine branches of all three doctrines. But as you can see in the screenshot, it only works for Fleet in Being (FiB) and Trade Interdiction, despite Base Strike (BS) having the same submarine techs as Fleet in Being.
I looked through the game files, and this is likely due to BS's submarine doctrines missing the "submarine_doctrine" category (which is used by Italy's focus), unlike the ones of FiB.
For reference, I've attached some additional screenshots of the respective lines of code in the naval_doctrine file that define the categories for FiB's and BS's "Submarine Operations" tech (it also applies to the rest of their submarine doctrines), as well as the effect of Italy's "Submarine Effort" focus.
Steps to Reproduce
Start a game as Italy
Complete the "Submarine Effort" focus
Check the XP cost of the submarine branches of all doctrines
