Description
A) First Bug: Chaining orders

If you use SHIFT to chain division movements, the Sea Level Access (avoid/block) will not be applied.

To reproduce: move divisions to a port, hit SHIFT to chain a move to another port. This will disregard sea level access


B) Second Bug: Starting sea zone

If the starting sea zone is in 'avoid' mode, troop, supply and trade convoys will disregard 'avoid' sea level access along entire path.
If the starting sea zone is in 'block' mode, troop, supply and trade convoys will disregard 'block' and 'avoid' sea level access along entire path.

I'm pinging you directly on this one because this is a 'premium' feature and it shouldn't be affected by that many bugs.

Additionally, a toggle to exclude fleets from those settings would be useful. It’s annoying to see your strike force take the same path as the weak convoys even if it could deal with the subs no problem.
