Description
I have a feeling that something in By Blood Alone broke the Blue Print Stealing mission. Before, you could get entire technologies researched instantly, a 300% bonus to any tech in a group, or even instantly research a technology, skipping over other unresearched technologies.
However, Aviation stealing doesn't seem to give more than a 10% bonus on research,
Army blueprint stealing seems mostly functional, but in the operation review screen when an operation complete, it sometimes reports a different research form what you actually got.
Finally, Navy seems to ONLY grant the research for ship components in the Naval tab, NOT the Naval Support tab (only giving hulls, armor, and depth charges)
***TESTS***
I have ran 7 tests to determine what techs could be gotten with blueprint stealing. Out of 7 tests in 1936 with Iran (a country with only infantry equip 1 and 2) with MAX SPY AGENCY sending spies (a country with 0 base research), stealing Aviation tech from Britain, Army tech from Germany, Civil Tech from the USA, and Navy tech from Britain. I did need to give myself inter-war light frame and LMG's as one of the Steal Airforce Blueprint missions requires 10 fighters, as well as Radios and Mechanical Computing just to max out the Spy Agency.
Across 7 Tests, in the order I received the bonuses:
For Airforce:
10% Bonus for General Aircraft Research Bonus
10% Bonus for General Aircraft Research Bonus (again)
10% Bonus for Naval Bomber (light frames) Aircraft Research Bonus
10% Bonus for Medium Aircraft
10% Bonus for General Aircraft Research Bonus (again)
10% Bonus for General Aircraft Research Bonus (again)
10% Bonus for Tactical Bombers (medium frames)
For Army:
Interwar Tanks
Anti-Aircraft Guns 1936
Improved Light Tanks (operation said trucks)
Basic Light Tanks (operation said trucks)
300% Bonus for Truck (operation said support equipment)
Basic Heavy Tanks (operation said trucks)
Basic Engine (YOU CAN STEAL TANK COMPONENTS) (operation said Civilian Trains)
For Civil:
Fuel Storage
Fuel Refining
10% Bonus to Dispersed Industry
10% Bonus to Synthetic Fuel
10% Bonus for Jets
It was at this point I realized, the USA only had the first two Fuel tech researched, so I gave them the entire Engineering and Industry tree and continued with 5 more tests.
300% Bonus for Electronics
300% Bonus for Industry
300% Bonus for Industry
300% Bonus for Rocketry

For Navy:
1936 Destroyer
Early Destroyer
Early Submarine
Early Cruiser

Wanting to double check that it couldn't research Navy components, I continued with more navy blueprint stealing on France, FINALLY getting:
Basic Depth charges
1936 Heavy Hull
Basic Cruiser Armor
Inclined Belt Armor
10% Bonus for Ships
10% Bonus for Ships
10% Bonus for Ships
10% Bonus for Ships
As a side note: It SEEMS your spies focus on grabbing long BASE research time techs, as with the naval tree, they grabbed nearly every hull before getting modules and the Army grabbed artillery and tanks before getting tank modules, but that could be luck.
In conclusion, it seems that the By Blood Alone update really messed up blueprint stealing, as all the shuffled research (new naval tab and ALL the new air force stuff) is not properly represented in the list of steal able techs. The game doesn't even recognize that a country is ahead of you aviation or naval wise if the other country has naval support techs or aircraft techs, represented by the 10% bonuses as apposed to the 300% bonuses or instant research.
