Capitulated Netherlands as Czechoslovakia. Wanted Netherlands to change government and take their fleet.

Steps to Reproduce
In the peace conference, change government for all states of the Netherlands. Take either the Dutch Indies or the Netherlandish fleet. Submit. End peace conference. CTD.
