Australia "Delegation to China" blocked by "The Yan'an Incident"

Description
The DLC focus tree of Australia (Together For Victory) and the DLC focus trees of Chinese warlords (Waking the Tiger) interact in a way that appears to be broken.
1. In Australia's focus tree, "Delegation to China" has a prerequisite that Communist China exists.
2. In the Chinese warlords' trees, "The Yan'an Incident" allows warlords to usurp the mantle of communism and become Communist China.
3. This leads to situations where the game thinks two Communist China tags exist (Chinese provinces are considered cores of both, as well as cores for China) but for the purposes of Australia's focus, none exist.
4. Australia is now locked out of its communism focus tree.
In my multiplayer game, I was Australia and my buddy was playing Guangxi Clique. After Sinkiang completed the Yan'an Incident, revealing this whole mess, we considered choosing new nations. Instead, he had a startling discovery: he could "release himself" to Communist China, and hopefully it would be the right one to re-enable my Australian tree. And sure enough, when he released himself to play as Communist China, there became two Communist Chinas on the map simultaneously, with the same flag and focus trees, and my Australian prerequisite was unlocked. (His prior Guangxi troops were exiled on his border and he's in no state to repel Japanese invaders, but that's beyond the point.)
I think this is probably not so much a bug as an unintended interaction of DLC. If there is "no communism" in China maybe the TfV prereq makes sense. And prior to WtT that was maybe as simple as checking for Communist China. But in WtT communism is encouraged to skip around unexpectedly. In my game there were three different Chinese states that were 100% communist, and yet I was prevented from sending a mission to any of them. Surely a committed communist Australia would just send its support to whatever capital was wearing the deepest color of red?
I'd actually go further and suggest something about "Delegation to China" being reworked. Currently, that focus is a hard stop on the tree when conditions are not met. It should instead be bypassed so that even if Communism has 100% failed in China, Australia can move down the tree to work with USSR or form its own faction. As it stands, the high volatility of China risks an Australia player going 3-deep into the mutually-exclusive political tree and then being stuck there with no option to continue or backtrack. Bypass fixes the bug and the gameplay options simultaneously.
