Description
There are many tabs on top of each other.
I guess the bug is due to differences in this screen in LaR and not LaR versions. In my no-LaR version you see the mess visible on screenshot.

Mod enabled is personal mod changing polish OOB and focus tree so should not affect this.

Steps to Reproduce
Easy, every country screen looks like that.

It would be helpful if you could send us a save of the game where this issue occurs. Additionally, have you tried to check whether the issue still occurs after updating to 1.11.3?

Tried in 1.11.3 and it still look exactly like the same.

The easy way to test it is to give yourself through console 500 xp and pick all available spirits and then tag switch to any other country. While checking Diplomacy => Details you will get similar stack as in screenshot. It do not matter which country will be picked.

I attached save from 1.11.3 no-LaR tested using method above
