Description
Soviet Union Focus Tree: "An Oceangoing Navy" still says "2x 100% research bonus for Project 21 and Sovetsky Soyuz Class.
IT also doesn't give any benefit to research of any ships.

Other focuses like "join the London Naval Treaty" also does nothing for Japan for example.
