Description
During the course of an Anarchist Spain game, I founded my Intelligence Agency before the onset of the Civil War. By the time it started, I had 2 agents who performed several missions. These were present up until the end of the War and I used them to suppress resistance in de-cored states.
Upon taking the "All Must Bear the Torch" focus. my agency has vanished. It has my number of agents listed as 0/0 and will insist that I never founded an agency at all. Despite this, all other functions work as expected—I can upgrade Agency branches, use the Cryptology tab and the game constantly bombards me with "recruit agent" decisions despite the fact that I cannot actually use any of them.
Steps to Reproduce
1. Start a game as Spain
2. Establish an Intelligence Agency before the Civil War starts and recruit agents
3. Win the war as the Anarchists
4. Take the "All Must Bear the Torch" focus
5. The Intelligence Agency should retain its name, icon and upgradability, but be completely unable to recruit new agents or perform operations.
