ALL AMPHIBIOUS TANKS run out of fuel during naval invasions!!! [v1.11.2a194][10fa]

Description
When launching naval invasions with ANY amphibious tanks, the tanks immediately run out of fuel because there is no way to supply them with the new system, even with sufficient convoys. Floating harbors only deploy after landing.

Steps to Reproduce
Launch a naval invasion using Amphibious Tank Chassis

to reproduce with both saves:
1) open console using ` key
2) type AI to turn off AI
3) type nocb to declare war

Wow they have responded to your report while ignored the same report by me earlier. Anyhow I got good news for you about supply harbors as well they dont provide fuel and when they provide supply it insufficient for the landed troops for some reason even if they supply demand is way lower than harbors capability
