Air XP (national or wing) not being produced

Description
My air missions are not generating XP for either the air wing executing them nor my national air XP. The planes are flying; I can see green air superiority in Ethiopia and the air zone window indicates CAS damage inflicted. However, after multiple weeks of fighting- you can see in the screenshot it's March- I have generated 0 national air XP and the wings remain at 0% progress towards advancing past the Rookies level of experience.

Steps to Reproduce
I did the following things:
1) Started a new campaign as Italy following the launch of By Blood Alone.
2) Deleted all my air wings.
3) Renamed all of my air equipment to have descriptive names. (ie. "'36 CAS")
4) Created four air wings in Ethiopia, two fighter wings assigned to air superiority and two bomber wings assigned to CAS.
5) Let time pass, fighting a land war in Ethiopia.

According to the thread I started earlier in the day before posting here, https://forum.paradoxplaza.com/foru...nce-not-working-in-bba.1544968/#post-28502551, this is intended behavior because there's no enemy aircraft to fight rather than a bug. I don't see a button for me to delete this post, but this report can be closed, then.
