Steps to Reproduce
1. Started as Japan.
2. Sent 100 CAS and 50 bombers to Eritrea to help Italy. Cap usage 150/175.
3. Spanish Civil War broke out.
4. Sent 150 fighters to Spain to help Nationals. Cap usage 150/175.
5. Italian War on Ethiopia ends. Italy is victorious.
6. 150 planes from Eritrea teleport to Balearic Islands.
7. Cap usage in Spain becomes 0/175. Despite I have there 150 fighters, 100 CAS and 50 bombers.
8. You can now send 175 more planes from home and you will have 475 planes fighting with cap 175/175.
Saved game at the moment of the end of Italian War on Ethiopia is attached.
