It makes it next to impossible to set focus weights and get a somewhat predictable result. E.g. doubling the value for a focus will in almost all cases have a far, far larger effect on its probability.
AI strategy plans with focus lists are not a "solution" for this bug, because by design plans can get disabled and will fall back to

Disable ai strategy plans for a country and try to make a statistical estimate of which focuses it will pick

ai_will_do in national focuses does not get evaluated like in all other places it is used (i.e. weighted random distribution).It makes it next to impossible to set focus weights and get a somewhat predictable result.
