AI doesn't care about having troops in desert without supplies [1.12.2.9ebb] & [(e45c) (S)]

Description
I was fighting with the Axis as Yugoslavia for years and I wasn't checking Africa at all. But when I looked, there was a lot of Allies divisions in the desert without any supplies. Vichy France and Free France got very bad border after capitulation of France, I suppose. And I'm sure that they were stationed there for more than a year, until I built a railroad to save those poor soldiers...
My save file doesn't have that situation, because it's 1946.
Steps to Reproduce
Replay the game until Vichy France and Free France get borders like on my screenshots. AI would think that it's good to have a frontline there then.
