Description
AI can attack through neutral countries while a human player can't. (look at that little guy attacking from neutral Austria)

Steps to Reproduce
Step 1: have a neutral country on your border
Step 2: get an AI enemy nation to get military access through this country
Step 3: Enjoy AI breaking the rules.

Bug still happens. As Australia I did a naval invasion in Japan controlled Indochina, and as I was pushing up Japanese units attacked from Siam which has not joined the war.
