Description
So the 24 hour clock in hoi4 starts at 1 and ends at 24. 24 hour clocks start at 0 and end at 23:59. This is gamebreaking.

Its similar to century. The first century started at year 0 and ended at year 99. the 20th century started at year 1900 and ended in 1999.

Steps to Reproduce
Fix yo shit. The game is unplayable like this. There is no 24th hour in a 24 hour clock.

It may be wrong technically, but most players will not care. It is 24:00 right now because this is still counted as the previous day rather than the next. Fixing it to 0:00 would also require the date to jump by one, meaning the date rollover is at a slightly different moment.

Also, it is not entirely wrong in the first place as the time system in HOI4 is discrete rather than continuous. In real life, it is 24:00 at the very specific moment, but a millisecond later it will be 0:00, because the next day has started. In HOI4 it can technically be 24:00, because it is the specific time rather than an approximation.

Changing this could cause a number of game-breaking errors, so even though it is slightly odd, it should not matter enough to create potential for a storm of new bugs.

The first century started at year 1, not 0. (Year zero doesn't exist in the AD-system. Astronomical calendars however, use a zero).
