Steps to Reproduce
- Start a new game as the USSR
- Start building 23 motorized divisions
=> The name of the 23rd division will be:
%OMSDON 'Dzerzhinskiy' Diviziya

There is indeed a typo. This unit shouldn't have a number prefix so the % shouldn't be there.
