Description
While playing ENG, I noticed that oil imported from either ENG provinces in Africa or oil imported from subject nations, are not using convoys. The oil that they provide, taking trade laws into consideration nevertheless provides the fuel as if it were properly transported back to the British Isles. Therefore the UK gets fuel and the axis cannot starve the UK of those resources.
NOTE - oil from trade, such as the USA, is indeed using convoys.
Steps to Reproduce
Launch a new game, start as UK. Look at the extracted oil tooltip in the trade window. You will see plenty of oil, and no convoys being used. Also, go to naval window showing convoy routes. Look at the resource route from Nigeria back to the British Isles. It is constantly at zero convoy usage.
