Description
Carpathian Ruthenia is a core state of Hungary in the 1939 scenario, but it cannot be cored if you play from 1936 which is a bug, since the region had 30% Hungarian minority.
To solve this issue: Carpathian Ruthenia should be cored with the focues "reaffirm territorial claims".
The national focus "Reaffirm territorial claims" give cores to many regions but it skips this one, for reasons not know. The region only had 4% Czechoslovak population and the region after the war remained with the Ukranian SSR.
Some extra explanation:
The game "first vienna award" territories are not historical since some cities which are in the Carpathian Ruthenia in the game also ceded to Hungary (they had 60% or more hungarians) and when in 1939 Hungary annexed the short lived Ruthenian state they incorporated the rest of the territory, that also had hungarian minorities.
