Description
I was playing as Communist Mexico, leading the faction of 4th International, after Soviets caputilated to germans i somehow was able to get to puppet USSR in Mozyr, which in addition to A New Home of the Revolution gave me Assuming Direct Control too. The achievement checks for being a faction leader and being in faction with UK, USSR or Germany.

Steps to Reproduce
1. Play as a minor.
2. Form your own faction.
3. Puppet USSR, UK or Germany.
