Hey bud, you definitely don't have any mods running?If you dont and if verifying didn't work, any chance you could uninstall and reinstall? because it looks to me like a corrupted file.

Can you try running "flagsoutput" console command and post the results textures saved in "\Documents\Paradox Interactive\Hearts of Iron IV\gfx\flags" please?
