Description
While testing stability effects in-game, I noticed that large amounts of negative stability had no impact on production.

It turns out that the factory_output modifier is bugged. When the total sum is negative, it does not decrease production. i.e. if I already have -50% factory output, then gain an event that gives me +15% my production still remains unchanged. Positive factory output still results in increased production, however, and works fine.

Steps to Reproduce
1). Stack a lot of negative factory output or stability modifiers.

2). Observe that as total factory output becomes increasingly negative, no change in production line output occurs.

3). Research lots of +factory output technologies

4). Observe that production line output increases as the total value becomes positive again.
