In the "<local ruler> approaches Italian officials" events triggered by the Topple Amhara Rulers focus, if you choose to puppet the states in question, the local ruler will become leader for the puppet's fascist party, even if Italy is an ideology other than fascist. At least, I can confirm this happens when Italy is democratic; I haven't tested with non-aligned or communist (if it's even possible as communist). Since the puppet is released with Italy's ideology, the option labeled "put <name> in charge of the region" won't actually put <name> in charge of the region.
I'm not certain this is a bug as opposed to intended behavior, but I would've expected the local leader who approaches you to become the leader of your party in the puppet state.
Steps to Reproduce
1. Play Italy. Conquer Ethiopia, then become democratic through the Revoke the Acerbo Law path.
2. While democratic, take the Topple Amhara Rulers focus. For at least one of the events, choose the one that puts them in charge of a puppet state.
