[1.12.2.9ebb] (e45c) Spanish Civil War volunteers will only follow battle plans against one tag at a time

Description
Volunteers sent to the Spanish Civil War will at any given time only acknowledge one enemy tag at a time for the purpose of front lines and (I think) offensive lines. Specifically, after the war goes multi-way (when the Anarchists revolt), of the 2-3 (if Carlists revolt) enemy tags, at any given time there'll be one that's "acknowledged". When you draw front lines for your volunteer divisions, they'll act as if any front lines not adjacent to the acknowledged tag don't exist. If the front line borders the acknowledged tag and other enemy tags, they'll only go to provinces adjacent to the acknowledged one. If the front line doesn't border the acknowledged tag, they'll stand still and not move. (You can still micro them, but that's... not what I want to do with volunteers.) In a 4-way civil war, once the first acknowledged tag surrenders, one of the other two enemy tags will become the acknowledged tag, and the remaining enemy will be ignored. Once that enemy (or the first acknowledged tag in a 3-way war) surrenders, front lines will work for the remaining enemy tag as normal.
In the screenshot, apparently the "acknowledged" tag for my Italian volunteers sent to the Falange is the Anarchists. Shown is a front line spanning multiple provinces adjacent to the Republicans, and my divisions are ignoring it. Same would go for the Carlists. When I deleted that line and made a front on the Anarchists, they followed the plan as normal.
I've had this problem on multiple versions including as SOV and now as ITA.
Steps to Reproduce
1. Play as a non-Spanish tag that can send volunteers.
2. When the Spanish Civil War starts, send volunteers to the side of your choice.
3. Wait until the Anarchists and (optionally) Carlists rise up.
4. Test the following front lines for your volunteers:
4a. A front line only adjacent to one of the enemy tags, for each one.
4b. Various front lines each adjacent to multiple enemy tags.
Expected behavior: regardless of who the front line is adjacent to, the troops spread out across the front line and attack according to any applicable offensive orders.
Observed behavior: one of the enemy tags (I haven't paid enough attention to know if there's a pattern to which) will be the "acknowledged enemy tag". Volunteer units will not move to front lines not adjacent to that tag, and if the front is adjacent to that tag and other enemies, will only spread out across the front provinces adjacent to the acknowledged tag.
