Description
The total level of supply in a capital is not the same as the sum of the components (often by some margin). This can be repro'd from the base game, so no save is necessary.

Steps to Reproduce
1) Start a new game as SOV (for the screenshot - I'm pretty sure any nation will do).
2) Press F4 to bring up the supply mapmode.
3) Hover over the Moscow supply hub to bring up the tooltip.
4) Observe, as per the screengrab below, that the total supply (80.2) is far greater than the components (5 (Base), 13.5 (CIC), 19.2 (MIC), 2.4 (NIC))

Yes, it is precisely double the sum. However, the rail network will only transport half the cap anyways. You can observe this more easily in countries with lower caps than 15 - Brazil, for example.

lol - when I was posting this, I thought it looked like that, and counted it up in my head and got 30-something - checking in a spreadsheet though and you're quite right. Thanks for that
