Description
Despite there being plenty of hub (and some remaining state) supply remaining in each province, the divisions in this example in Jutland aren't being fully supplied. I'm afraid I have no idea what's going on here - good luck!

Steps to Reproduce
1) Load attached save.
2) Press F4 to bring up the supply mapmode.
3) Hover over a province containing a land unit, and observe, as per screenshot 'Supply malarkey - A', that there is substantial supply remaining in the province.
4) Hover over a division in the same province, and observe, as per screenshots 'Supply malarkey - B' and 'Supply malarkey - C', that the division is nonetheless not being fully supplied.

Looking around a bit more, this seems to be an issue for small countries (happens to MON as well, and SPA during the Spanish Civil War), so I wondered whether it was something to do with relatively small amounts of "base supply" where for some reason the total available supply is more constrained than it suggests it is in the tooltips for capital total supply. In all the instances, the amount of "below supply" level seems to be more-or-less similar, despite different supply situations (other than when flat-out out of supply). However, boosting the impact of CIC had no impact on DEN's supply issues, so at the very least that wasn't it.

Edit: Increased the impact of MIC and NIC, and had similarly no effect. /edit

Sorry I haven't got better now - will keep musing over this and see if I can't think of something else to test, but it may well be something hidden in the code that I can't get to.

I'm having the same problem. This system seems completely broken. Surely this can't be the way this is intended to work? If not this is a game breaking bug and I don't understand why it's not a priority to hotfix

If your situation is similar to OP's, then the explanation is rather simple.

Look in the screen shots at the top bar. Notice the red 0% between the fuel state and number of convoys? That's the overall supply transportation state. When you have enough trains and trucks to ferry the supplies from the capital to the provinces with units in them, this number reads 100%. The more trains and trucks you're lacking, the lower it gets. And the lower that number is, the less supplies actually arrive at your units from the supply hubs.

I had this exact situation except my number was 100% the whole time. I had a big suprlus of tanks and trucks. It was in a very low population area, I maxxed out supply hubs, infrastructure, and railroad levels, and yet a province still could not support a single division

Well spotted :) That said, my understanding (from looking at the defines) was that countries should start with enough trains to support their networks - note the date of the screenshots - and in the third screenshot, it shows plenty of hub supply available. So while it might not be a bug mechanically, at the very least the UI is up to no good, and it may be the case (one doesn't want to be too confident based on something deduced from defines) that DENs starting train allocation wasn't delivered either.

See what I mean? Why is this happening?

On this, from memory, there's another bug (it's reported elsewhere, although at the time of reporting we didn't know what it was) where convoy routes that had been sunk (note how your convoy route is shaded red) didn't have the impact flow all the way through to other parts of the UI - so the hub still shows as 35 supply available, when it's likely to be a lot less (depends on the efficiency of your convoy route). Give this a look - if it's not that, then I'd be interested in a save :)
